On April 17, 2020, the Children's Bureau issued a letter discussing the availability of federal funding and other resources to assist with the purchase of cell phones and plans to facilitate and maintain contact, as well as the purchase of personal protective equipment (PPE) as an allowable cost.

Additionally, the Children's Bureau sent a letter urging child welfare leaders to work with emergency management and public health leaders to have child welfare staff and service providers classified as level 1 emergency responders in order to aid in obtaining PPE, where appropriate, for the required contact with vulnerable children and parents.
