How to treat cases that overlap foster care and juvenile justice?

Some states are working to release, or have released, youth who are detained due to technical violations, or youth with anticipated 2020 release dates. Releasing youth from detention facilities earlier reduces their risk of exposure.

Is there any coordination or unified guidance about how we can treat cases that overlap foster youth and juvenile justice?
