How to treat cases that overlap foster care and juvenile justice?

Some states are working to release, or have released, youth who are detained due to technical violations, or youth with anticipated 2020 release dates. Releasing youth from detention facilities earlier reduces their risk of exposure.

Is there any coordination or unified guidance about how we can treat cases that overlap foster youth and juvenile justice?

"I think it's a prime area that we can look into right now. I'm not going to represent to you that we've gone very far down that road. We are aware that there may be some potential conflicts there, but this gives us an opportunity and a prompt, quite honestly, to look into that and see what the issue is and what kind of guidance we might be able to jointly issue."
